GROW Tulare County

The Tulare County Economic Development Office, branded as GROW Tulare County, works with site selectors, business decision-makers, and companies worldwide to create jobs and enhance the quality of life for residents. Our mission is to help businesses with site selection, project review, permitting, liaison with internal and external agencies, incentive program assistance, and support for existing businesses. When you locate your business in Tulare County, our team helps you fast-track your project, navigate permitting, identify financial incentives, and find sites for expansion. 

Since its inception in 2012, the Economic Development Office has helped drive measurable growth across sectors including agri-business, renewable energy, healthcare, retail, commercial, and industrial, while also supporting Tulare County’s growing tourism industry. Through our three initiatives—GROW Tulare County (business attraction, retention & expansion), Discover Tulare County (regional tourism promotion), and the Tulare County Film Commission (filming & creative content)—we are dedicated to fostering a vibrant, resilient, and inclusive economy. While we focus on development in our 40+ unincorporated communities, we also work collaboratively with the 8 cities in our county, and are proud members of all chambers of commerce. In addition, we actively support all three local Economic Development Corporations: Tulare County EDC, Visalia EDC, and Tule River EDC.

The Economic Development Office is part of the Economic Development & Planning Branch of the Tulare County Resource Management Agency (RMA). RMA, created in 1996, also oversees Public Works, Planning & Building, and Fiscal Services, ensuring comprehensive countywide support. By combining business services with strong agency resources, Tulare County is well-positioned as a dynamic place to live, work, and invest.
